A native of Kagoshima, Hishikari graduated from the 5th class of the Imperial Japanese Army Academy in 1894. During the First Sino-Japanese War, Hishikari was an officer in the IJA 3rd Infantry Regiment. After the end of the war, he returned to the Army Staff College, graduating from the 16th class in 1902. After graduation, he was appointed commander of the IJA 26th Infantry Regiment.

Takashi Sakai was a lieutenant general in the Imperial Japanese Army during World War II, known for his role in the Battle of Hong Kong in late 1941. Sakai was born in Kamo District, Hiroshima, now part of Hiroshima city. He was educated in military preparatory schools in Kobe and Osaka and graduated from the 20th class of the Imperial Japanese Army Academy in 1908, whereupon he was as assigned to the IJA 28th Infantry Regiment. He graduated from the 28th class of the Army Staff College. He was promoted to major in 1924 and lieutenant colonel in 1928.

Shimomura was a native of K chi Prefecture, and a graduate of the 20th class of the Imperial Japanese Army Academy in 1908. His classmates included Prince Asaka, Prince Higashikuni Naruhiko, Prince Kitashirakawa Naruhisa, Mitsuru Ushijima, Heitar Kimura, Takashi Sakai, and Sh jir Iida. He subsequently graduated from the 28th class of the Army Staff College in 1916.
